MEMBERSHIP

Types of membership

The membership includes Non-governmental organizations (NGO), Community based organizations (CBOs), Faith based organizations (FBO), trade unions and their federations etc who have stake and interest in education.

 

Currently CEF boasts membership population of 20 organizations.

 

The membership is described in terms of membership fee of M100.00

 

Relationship with Members

 The Board shall ensure that they produce a member driven organization

 The Board shall have at least two (2) meetings with members to update them on all activities of the organization.

The Board shall encourage all members to attend General Meetings, including Annual General Meetings.

A system by which members may complain, show grievances or suggest shall be put in place.

Laise with an international movement with a long-term commitment to promote and monitor the fulfillment of the right to basic education.

 

Co-operate with national, regional and international organization in pursuit of its aims.

 

Coordinate activities undertaken by the NGO community towards Education for All.

   Article 3; MEMBERSHIP

Membership of the organization shall be open to independent, voluntary and democratic national and district coalitions of civil society organizations, working for quality public education for all.

Conditions for membership

   An Organization seeking membership shall:

Subscribe to the mission of CEF

Be an independent civil society organization – NGO community based organization, federation or trade union, faith based organizations;

Work at national, regional and/or international level in the field of education – ( education delivery, research, lobbying and/or advocacy);

Contribute to the achievement of CEF aims through coordinated actions and activities.

Pay membership and annual fees as may be determined by the General Assembly.

Submit a membership application to the CEF board for consideration and approval.

Not be a political party.

 If the board rejects an application for membership, an appeal may be made by the organization to the General Assembly. In rejecting an application the Board shall state the reasons for rejection and the secretariat shall inform the applicant in writing of the reasons for non-admission. The decision of the Assembly shall be final.

Article 4 RIGHTS AND OBLIGATIONS MEMBERS

Member organizations shall have the right to:

Participate in the activities of the organization and the General Assembly.

Use the CEF logo with the approval of the secretariat.

Receive regular information on the implementation of the Dakar Framework of action and other EFA activities.

Subject to budget allocations receive campaign materials for special events, and other CEF publications.

Seek election to the structures of the organization.

Members:

Mobilize and advocate for the right to education.

Submit on regular basis reports on advocacy work undertaken and share other relevant information.

Pay membership and annual subscriptions to the organization

Monitor and implement the education for all goals at local and national level.

   SUSPENSION AND TERMINATION OF MEMBERSHIP

A member of the organization may lodge a complaint against another on the grounds of violation or non- compliance of the constitution. The board may also initiate a complaint against a member of the constitution. The board may also initiate a complaint against a member of the non-     compliance or violation of the constitution.

Such complaints may be referred to a special committee of not more three members, which shall inquired into the charges and conduct a due hearing before presenting its findings to the Board.

The organization whose membership status is under review by the special committee shall be given due notice, a copy of the charges, the right to respond to the charges and a copy of the findings of the committee.

A two third of membership of the Board present and voting shall be required for the Board to exclude an organization from membership;

The organization concerned shall be informed of the decision of the Board and of the reasons justifying the decision.

An organization which is more than 24 calendar months in arrears of the payment of the membership fees without the approval of the Board shall be excluded from membership after two reminders;

An organization may also withdraw from membership in CEF but shall give notice of such intent six months in advance.

Only notifications of withdrawal duly authorized by the members by the members by the members of the governing body of an organization shall be accepted by the CEF Board.

Ar ASSOCIATE MEMBERSHIP

The Board reserves the right to admit special organizations and corporate institutions as associate members provided they pledge to respect the principles and the mission of the CEF.

The Board may also admit a non-civil society organization as an associate member of the campaign. Such an organization shall commit itself to the mission and principles of the campaign and undertake practical actions in support of the CEF.

Any civil society organization, which is a member or affiliate to a national or international coalition network or alliance which is a member of CEF, can become an associate member.

A two-third majority of Board members present and voting at a guorate session shall be required to exclude an organization from associate membership.
